■ * Four thousand Spanish regulars and 500 volunteers are engaged in the defence of Santiago. The Governor of Puerto Rico has accused Mr Bett, Secretary of the British Consulate, of supplying of the Americans with information in regard to San Juan harbour and mines. Mr Bett was imprisoned and subjected to maltreatment as the hands of the Spanish authorities, and subs, quently expelled. Mr G. W. Crawford, the British Consul, protested against the outrage and expressed his belief that the that the information was supplied by the Governor's officials.
