Russia and China.
Russia has declined to permit a Japanese railway from Chemulpo to Seoul, in Corea, on the ground that British capital is invested in the venture. The newspapers have published the text of the Russian-Chinese treaty in regard to Port Arthur. Ie says that the port is regarded for the exclusive use of Russian and Chinese warships, ani will be closed against foreign warships and merchantmen, while Porfc Talienwan is exclusively reserved for Russian and Chinese warships. Mr Curzon, Parliamentary Sec retary to the Foreign Office, stafc.s that the document has not yet reached Lord Salisbury. Mr Chamberlain said it would be impossible to enforce tb.9 " open door" policy or preserve Ohina against the inroads of greafc military Powers so long as England is isolated. He again advocated a closer relationship ofthe Auglo- Saxon nations.
