Foxton Borough Council.

— 4 The ordinary monthly meeting wa9 held at the Library Buildings last night at 8 o'clock. Present— His Worship the Mayor (Cr 3. R. Stansell), and Crs P. Hen nessy, W. B. Rhodes, T. Wesfcwood, J. W. Walsh and A. Fraser. The minutes of the last meeting and of three special meeting 3 were read and confirmed. The inward and outward correspondence was read, and several reports. Proposed by Or Walsh, seconded by Cr Rhodes, That the Reserves Committee be authorised to arrange for the planting of ornamental and shelter trees in Victoria Park and the Target Reserve. Carried. Proposed by Or Westwood, seconded by Cr Walsh, That Mr W. C. Nation be informed that all ac.counta in connection with the late Licensing Committee election were j paid to. Mr A. Simpson for disbursement, and this Council does not' recognise any liability in the matter, the Returning Officer having been appointed by the Government. Carried. . ' • Proposed by Cr Rhodes; seconded by Cr Walsh, That referring to the letter received from Mr Collingwood re Technical School to be erected in j Palmerston North this Council while j being in quite accord with the idea, do not see their way to help in the i matter as a local body. Nye to have inserted in the Rate Book of the Borough against sections 2, 8, 4 and 5 and house, the name of George Nye, sole executor, in place of Christian; Honore'3 executors, be granted. Carried. Proposed by Cr Westwood, seconded by Cr Hennessy, That Mrs Cole be granted the sum of 16s for rent as charitable aid. Carried. Proposed by the Mayor, seconded by Cr Hennes3y, That the application of Edmund Osborne to have his license to use the Temperance Ball as a public Hall be cancelled, and to have the license fee (£1 11s 6d), for the unexpired term of license, viz., nine months from 14th May, 1898, is hereby not granted. Carried. Proposed by Cr Hennessy, seconded by Cr Westwood, That Mr Spelman be remitted the sum of £1 Oi lOd, being amount of pound rent in dispute, Carried,

Such deposit being a sum placed in the Bank by Mr McQueen as a security for his intermission with the funds of the Foxton Borough Council. Carried. Proposed by Cr Fraser, seconded by Cr Walsh, That C. Spring be paid for the two days that he was absent through sickness, and that the accounts as read be passed : for, payment. Carried. Proposed; by the -Mayor} seconded by Cr Walsh, That the Council place on record its deep regret at the loss to ; the British" Empire caused by the death of the late Right Hon. W. E. Gladstone, and ' sympathy with his widow in her sad and irreparable loss, and that*the May<Ji be authorised to write to Yrs W. E. Gladstone conveying the Council's wish. Carried. Proposed by Cr Fraser, seconded by Cr Rhodes, That, the Clexk be instructed to frame a new by-law to prevent cyclists ridirig on the footpaths of the Borough, and to compel them to. carry bells and lamps at night, and that the Clerk take the necessary steps to bring the proposed by-law into . operation in accordance with " The Municipal Act, 1886," section 442, clause R.
