RUMOURS AS TO FRENCH INTENTIONS.
The Matin announces that France is organising the national defences, with a view of possible complications with America over the Spanish war. The San Francisco Chronicle states that France will lend Spain four million francs under the impression that she in return is to receive advantages at the Canaries and Cento, a Spanish possession in Africa, at the mouth of the Straits of Gibralter.
