FORMING A PROVISIONAL GOVERNMENT.
It is reported that a cable message has been received from Admiral Ddwey to the effect that Manila has surrendered.
The San Francisco naval authori* ties have been ordered to send two of the largest ship 3 available to Manila immediately with supplies oi coal for Admiral Dewey's squadron.
The latest Eastern files state that a general exodu3 was taking place at the time the mail left amongst the wealthy native families of the Philippine Islands, while a general rising of the rebels was expected. Reports from Hongkong state that Manila has surrendered to the Americans, and tho insurgents are forming a Provisional Government in the Philippines.
The news of the American victory at Manila was read in the New York theatres between the acts, the audiences displaying great enthusiasm. They cheered, sang patriotic songs, ending in several cases with " God Save the Queen !"
The Chinese residents at Manila are in a state of panic. They appealed to the British Consul for protection. The Consul was willing to afford them protection, but the Spanish authorities refused permission.
