NEUTRALITY AND HOW IT WORKS.
France has proclaimed neutrality. The Consuls of the various Powers in South America report that, while neutrality will be observed by them, their sympathies are largely with Spain.
Gjipe Colony and Mexico have both proclaimed their neutrality. The proclamation of neutrality by Britain hampers the movements of the American Pacific equadron. An effort will probably be made to seize a port in the Philippines. From Key West it is announced that the Spanish Atlantic liner Panama, with a valuable cargo of aimy stores, has been captured. Two Cuban coasting vessels were also seized.
Measures have been taken to stop the Spanish mails to and from Cuba. The British Government prevented the departure of the American torpedo boat Somers from Devonport.
