LETTERS OF MARQUE.
Spain's official statements insists on privatperiog rights being observed. The Spanish Government has decided to concur in the Declara tion of Pari, regarding the neutrality regulations. It will not recognise American letters of marque, but allows Ameri can vessels 80 day in which to leave Spanish ports. Owing to the danger from pri vateers, two cruisers will convey tha steamship City of Paris to New York,
