THE COAL QUESTION.
S.n'n liberty of action relative to ih? seizure of coal as contraband uf war. The authorities of Hiyti have notified .that they will not supply coal to the Spanish ships. Spanish vessels entering Amerioan ports without knowledge that war had been proclaimed will permitted to discharge tbeir cargoes. If any are found loading ooal for Cuba they will be detained.
