Germany and China.
The evasiveness of the edict of the lease of Kiao-chau, which Germany exacted from China for the Shan Tung murder, has been made a pretext for. the occupation by Germany of a considerable area outside the lease. China maintains that the murder of the German sailor at Kiao-chau was justifiable homicide, being brought.about by the misconduct of the murdered man.
