The ordinary monthly ''meeting was held at the Library Buildings last night at 7.80 o'clock. Present— His Worship the Mayor (Or J. R. Stansell), and Crs H. Cuiey, J. W. Walsh. T. West wood, A. Fraser «nd P. Hennessy. Th? Mayor said ha had been asked to apologise for absence of Cr. Rhodes. Granted. The minutes of the last meeting were read and confirmed. The oubward correspondence was read, which included several from the Mayor to Mr John Stevens, M H.R., re bridge over the Manawatu at Wirokiao, and also the Beach Road. The inward correspondence was read. Several communications were read from J. E. Fulton, C.E., re Wirokino bridge, and that his charges would be £250 should he be eugaged, this amount to include all preliminary charges. From F. Purnell, county clerk at Sanson, expressing surprise at the unsatisfactory position re plans for Beach Road. From the Audit Office, returning certified balance sheet of Borough tor the half-year ending 30th Sept., 1897. From Edmund Osborne, applying for a license for the Temperance Hall 1 in Main street. I From John Stevens, M.H.R., saying I that the absence of Mr Wilson, the Government Engineer irom Wellington is the cause of the delay in getting the plans and specifications for the Wirokino Bridge. ; From J. Hillary, ferryman ai Wirokino, pointing out that owing to the low state of the river it V/as very awkward in landing vehicles, and he could remedy the defect it the Council granted him the cost. The Mayor said the Works Committee had authorised the payment of £1 for work done. From John McPherson, drawing attention to damage done to Main Sv/amp Drain below his property. From the Bishop of Wellington, asking that a reduction or the abolition o ferry charges to ordained clergymen be granted. The Inspector of Nuisances (Theo. J. Mitchell) sent in his monthly report, which was read. PUBLIC WORKS COMMITTEE. The report was read as follows : 11 We have the honor to report the daymen have been employed as follows .'—Cleaning out drains and repairing bridges and approaches, one each end of Norbiton and one in Grey street, and repairing .No. 6 Line. Your Committee would recommend that about an inch of clay be placed on the centre of Main-street, Rusgell.s'reet, and Norbiton Road on the metal. Proposed by the Mayor, seconded by Gr Walsh, That the audited balance sheet for the half-year ending. 80th September, 1897, be received and adopted/ Carried. Proposed by the Mayor, seconded by Gr Ooley, That tenders be called lot the lease of the Wirokino Ferry for 12 months from the Ist April, 1898, to Ist April, 1899. Carried. Proposed by the Mayor, seconded by Or Westwood, That the clerk's office be removed from the back of the building to the front of the building, as it will be more convenient to the ratepayers, and that the rooms be papered and that the Library Committee carry out the work. Carried. Proposed by Cr Westwood, seoondad by Or Walsh, That no action be taken in reference to the letter of the Wanganui Athletic Club, being of opinion that the aports will not affect this district. Carried. Proposed by Cr Hennessy. seconded by Cr Coley, That a licenss be granted to Edmund Osborne for Temperance Hall, Foxton. Carried. Proposed by Cr Westwood, seconded by Gr Walsh. That the reports of the Public Works Committee and Inspector of Nuisances be adopted. Oarried. Proposed by Cr Walsh, seconded by Cr Goley, That the action of the Mayor be endorsed by this Council in engaging Mr Fniton, C.E., to draw up plans and specifications for the proposed bridge over the Mana watu River at Wirokino in accordance with his letter dated January 11th, 1898. , Carried. Proposed by the Mayor, seconded by Cr Hennessy, That in answer to Bishop Wallis' letter re ferry charges at Wirokino that all ordained clergymen cross the above ferry free whose parochial duties extend over pr into the Borough of Foxton, and that notice be given the Horowhenua County Council of said resolution. Carried. Proposed by Cr Fraser, seconded by ()r Walsh, That the following clause be inserted in the next lease of the Wirokino ferry : — " All fully ordained clergymen in charge of kha Foxton district phall be ferried across the river free of charge." Carried. Proposed by Cr Coley, seconded by Cr Hennossy, That a copy of Mr John McPherson'a letter be sent to Messrs Robinson Bros. Carried. Proposed by Cr Westwood, seconded by Cr Henneasy, (profcrmq), That seeing that the Palmerston metal is not to hand, that the Foxton metal be used for Harbor street, and that four inches of clay be used instead of 2 inches, and that the matter be left in the hands of the Works Oommitteo to arrange. Not carried. The tenders for cleaning out drains were opened, and it was proposed by Cr Westwood, seconded by Cr Ooley, That the tender of J. Cornell for No. 1 Contract, Main Swamp Drain, at Is 6d per ' chain be accepted. Carried. Proposed by Cr Fraser, seconded by Cr Walsh, That F. Martin's tender be accepted fur No. 2 Drain. Carried. Proposed by Cr Weatwood, seconded by Cr Hennessy, That the tender of D. Williamson for No. 3 Contract at lid per chain bo ao* cepted. Carried. Proposed by the Mayor, seconded by Cr Hennessy, That this Council attend the meeting of the Horowhenua County Council next Saturv day to arrange with them re proposed bridge over tha Manawatu River at Wirokino. Carried. Proposed by Cr Fraser, seconded byCr Walsh, That Foreman Spring's pay be increased to six shillings and 6ixpecce p?r day. Not carried The Council then adjourned.
