WITHDRAWS HER CONDITIONS RE TALIENWAN BAY. REJOICING AMONG CONTINENTAL JOURNALS. Ihe British Government has ordered the firsfc^clasg battleship Barfleur to proceed to service in Chinese waters* American newspapers publish articles expressing strong sympathy with Britain in the event* of war being declared. The New York Herald remarks that blood is thicker than water, and points out that a million Anglo-Saxons would find their commercial interests threatened if England was compelled to fight. Coroner Woronoflf, Bussian adviser to tha Chinese Government, has been placed under arrest by the Chinese authorities. Th;:)' have also dismissed the German military officials, which wer* engaged as instructors to the Chinese aiiny at tho termination of the war with Japan. Biiii-ih and American newspapers express great disappointment over the su£»pstion that Lord Salisbury ia backing down in connection with England's demands for opening Talienwan Bay. Continental" papers rejoice over the announcement contained in the Times that Britain has definitely withdrawn her conditions in regard to Taiienwan Bay. The British Foreign Office has warned the public that many statements published in the newspapers are inaccurate. The Bussian and German newspapers, commenting on England's withdrawl of her demand for opening Talienwan Eay as one of the conditions of the Chinese loan, endeavour to prove that Russian diplomacy has defeated British diplomacy. The Standard's Berlin correspondent states that Germany negotiations for participating in the Chinese loan will be limited to bankers, the Government not taking any share. The Standard says it is still hoped that Britain will get the lion's share of the loan. Mr Gerald William Balfour (Chief Secretary for Ireland) speak* ing at Leeds, denied that the Government was flinching from the position taken up in regard to China, apd had not departed from the attitude first assumed in tho smallest partiulular, and had not yielded any claims under pressure of the Powers.
