Reuter'g correspondent at Pekin states that the French banks have offered to provide the funds for the Chinese indemnity loan which Russia has proffered to raise, Russia undertaking to obtain concessions. Russia eulogises the difference between the terms offered by the French banks and the conditions demanded for the British loan. The correspondent adds that it is feared the Chinese Government will interpret the action of the British equadron in leaving Port Arthur as a sign of weakness. With the object of overcoming the friction which has arisen between Great Britain and Russia over the Chinese indemnity loan, the Chinese Government suggests that each shall take half the loan, fixing their own financial terms, the other conditions to be adjusted : between themselves.
