■» I An innovation in the manning of j large steamers has been introduced on the new steamer Kaiser Wilhelm o'er Qroese, which it is expected will speedily be adopted by all the big Atlantic steamers, and the only marvel is that it has never before been introduced. The Wilhelm has not one but two captains, each with equal dignity and responsibility, en 3 thus avoids the peril of committing a great ship and 1500 lives to the care of a man who is often drunk with want of sleep. \
