Prince Maorcordato, the Greek Minister at Constantinople, has pro« tested to the representatives of the Powers that in connection with the war indemnity Greece is paying 4,000.000 franos to recoup private British losses. General Blanco, the newly-ap* pointed commander of the Spanish forces in Cuba, has notified the Cuban rebels that they will not be allowed a voice in the administration of the affairs of the island under the proposed system af automony. The French Chamber of Deputies has been asked to vote seventeen million franc* for a military establishment in Madagascar.
