The American Senate, by a ma* jority of 10, has adopted the report of the two Houses of Congress upon the Dingley Tariff Bill. President McKinley has given his assent to the Bill, which is to come into operation immediately. President McKinley, in a message to Congress, recommends the appointment of a Currency Bank Commission, to report in time for legislating upon the subject in December. Mr Whitelaw Reid, the American representative at the Queen's Jubilee, says his visit has greatly impressed upon him the strong desire of the English to be on good termi with America - Jap nhasngibeJtotubmifcthe diffi culty which has arisen with Hawaii over the landing of Japanese immigrants to arbitration. Keuter's correspondent at Wash ington states that the Japanese reply to the United States of America indicates the carrying on of a diplo matio war, if not something more serious, if Hawaii is annexed by America. The New York press interprets the Japanese Note to mean that the annexation of Hawaii by the United States will involve a rupture of the diplomatic relations between America and Japan. Reports from Madagascar state that General Gollieni, the French Resident, has expelled an English missionary named Hall, alleging that he incited the Hovas to rebel against the French.
