The German press is furious^ at what it characterises- as an attempt by Mr Chamberlain to provoke the Boers. The New York correspondent of the Times wires that the amendments recommended by the Foreign Relations Committee of the Senate arc intended to render the Anglo-Ameri-can arbitration treaty ineffective and destroy its general character. Much popular disgust its shown at the action of the committee. It is asserted that Lord- Salisbury and President Cleveland will not proclaim the Arbitration Treaty in lores if it is ratified by the American Senate as amended by the Foreign Relations Committee. The oarrying out of the reforms promised in Crete hag been delayed by a renewed rising. The leaders of the Hamburg dock strike now admit that they are unable to oontinue strike pay.
