§ir Julian Pauncefote, British Ambassador at Washington, and Mr Eichard Obey, Secretary of State for America, have signed the basis of the Anglo- Venezuelan Treaty. M. Andrade, Venezuelan Minister, is taking a copy to Caracas, the oapital of Venezuela. The German press is disturbed at England's acceptance of tho claim of the United States to exercise the right of interfering in South America. The Cologne Gazette says Germany will not tolerate this precedent. An agitation is on foot in Paris to increase the fleet to an extent suffioient to ruin England's commerce in case of war. The Journal des Debats days that the real object of the British expedition up tho Niger is to end a difficulty with France. In the course of an interview Prince Bismarck said his recent revelations were useful as a corrective of the French belief that the support of Russia was only assumed. In any case his disclosures had a tendency to strengthen the interests of peace. Peace has been concluded between Italy and Abyssinia. Th9 treaty with the Npgus wa9 made on 26th October, and tho eeremony was conducted with much solemnity. Tho frontier is to be delimited within a year, Italy engaging in the meantime not to concede any territory. The Italian prisoners are to be sent to Hairah, then to Zeilah, and they will be released on the 20th ihafc., the expenses in this connection to be borne by the Italian Government.
