Secombe and a thousand of the rebels, also the indunas south east of Matoppo, are negotiating about surrender. The indunas at the head of the rebels in Southern Matoppos replied to the offers of peace that if the j whites were tired of fighting they were not. At the invitation of the Cape Government, the South African States will hold a conference as to the best means of coping with the rinderpest. : The special reporter for the Times in Pretoria telegraphs that, despite official denials, many burghers assert that the Transvaal Government will shortly proclaim its independence of England. The same correspondent declares that the importation of arms and munitions of war is sufficient for the burghers of the Transvaal and for 100,000 of their kinsmen in the Orange Free State and (Jape Colony. The outbreak of rinderpest, he add 4 , has delayed the carrying out of the project. A report that a treaty had been concluded with the European Powers without consulting Great Britain has caused considerable excitement in England and also in the Transvaal. President Kruger, however, states that he will respect the convention with Great Britaiu. The Times, in discussing the | subject, eays that, if challenged, Great Britain will settle the question once and for ever.
