It is reported that General Gomez, one of tbe leaders of the islanders, at the bead of 12,000 insurgents, threatens Western Cuba. The prevalence of yellow fever among the Spanish troops prevents General Weyler, the Spanish com- ; mander, from sending reinforcements. The Tribune states that the treaty providing for arbitration in disputes between Great Britain and the United States will be presented to Congress in a few day 3. It provides for the appointment of ten commissioners, and the difficulty with Venezuela is to be included in its provisions. A meeting of the Cretan Assembly is regarded as impossible owing to the resumption of hostilities. Desperate fighting has taken place at Kalyves, and there have ber-n frequent skirmishes elsewhere. TII3 Turks are trying to cut the Lhristiuns' lines. The hostility of the Turks having rendered a meeting of the Cretan Assembly impossible, the Christian deputies have submitted their deminds. •
