* The Mayoe is to be congratulated on- the success that has attended his application to the Government to set aside some land for leasing at the mouth of the river for a health resort. The Commissioner of Crown Lands deserves our best thanks for the despatch he has shown in this / matter, and the whole of the pre- 1

ceedings are in marked contrast to all other transactions with the powers that be. The proposals of the Commissioner are a bit disappointing but as he points out he if doing all he can under the. law we must not expect more. In these leases for 14 years a deal depends upon the conditions, as they can be made burden> some or light. It will be accepted that except as a foundation on which to erect a building, the land is of no value and whatever is done by the tenants is the only value there will be ; if therefore the law permits only a 14 years lease, it may perhaps allow a renewal for a further term at a slight increased ground rental, or allow for valuation for improvements, if so, the length of the leave is of little consequence. If, on the other hand, the lessee is to be bound to do all sorts of strange things on a short lease the proposal would be absurd and would not pay the expenses of survey. As the Commissioner of Crown Lands is an experienced officer we are sure he would not sanction what would be a useless expenditure, and therefore as he is willing to do all he can to please the Mayor, and survey the land, he will be prepared to lease on reasonable terms. Thus tho town ia to be congratulated on the longdesired project of an outlying settlement at the Heads being an almost accomplished faot. The need of such a spot will be Bhown on the day the sections are put up to auction.
