M. Berthelot, the French Minister for Foreign Affairs, has resigned, on the ground of ill-health. M. Bour* gois, the Premier, will take the portfolio himself. Hl3 resignation is said to ba really due to the Egyptian question, especially to his Note addressed to the British Government. The French Government has refused the British miners permits in Madagascar.
. __ _ It is believed that Russia complained of having to support France in what they regarded as a tactical blunder. The Cubans have burned Pinar* delio, an American filibuster assisting them with Gatling guns.
