Mr J. H. Hofmeyr, leader of the Afrikander Bund Party in the Cape Party in the Cape Parliament, proclaims his severance from Mr Rhodes, the late Premier. He asserts that Mr Rhodes has falsely stated the duties of the Premier, and alleges that he was fully aware of Dr Jameson's intention to oross the Transvaal border, and took no steps to prevent it. Mr Hofmeyr further alleges that though the directors of the Chartered Company were warned of what was intended, Mr Rhodes kept the start of the expedition a secret for thirtysix hours, and during that time evaded his colleagues. He added that Mr Rhodes did not assist Sir H, Robinson, the Governor of the Cape, in preventing the expedition, nor did he censure the plot. The German press is incensed at the provoking tone of Mr Goschen's Naval Statement as outlined by the Times. . The Italian press considers the British desire for isolation dangerous. The Black Sea Volunteer Fleet has been manned by naval officers and sailors. The Spanish newspapers recognise the gravity of the attitude taken up by the Senate of the United Statei in urging that belligerent rights be extended to the Cuban patriots, and urge the Government to prepare for the emergency. The newspapers support the Senate in extending belligerent rights to the Cuban insurgents. Excited meetings haye been held throughout Spain, at which the action of America was freely discussed. Cries of " Down with America 1" Were frequent, and in consequence of the threatening attitude of the populace a guard was placed over the United States Legation. The Minister was absent at the opera in order to avoid any hostility. The Consulate at Barcelona was stoned, but the police repulsed the offenders. In the excitement over the Cuban war, local politics are forgotten. The squadron and a oorps of 25,000 men are preparing to reinforoe the Spanish troops in Cuba, and shipowners are off- ring privateers.
