London. Her Majesty the Queen has sent an autograph letter to Mr Chamberlain, Secretary of' State for the Colonies, conveying to him her grateful thanks for his successful services in the Transvaal crisis. The British Government has given orders for the immediate construction of four torpedo destroyers, with a speed of 80 knots. The British War Office proposes to have a trial mobilisation of the volunteers at a day's notice. The reserves of stores and gunpowder are the largest on record. The first class naval reserve men are being warned of the possibility of their being required for service. The French have placed a second gunboat on the Upper Mekong in response to the British occupation of Mongsin. The death is announced of the Primate of Ireland. Prince Henry of Battenberg, who is with the British troopß operating against the King of Kumassi, has been attacked by fever, and is being sent from the interior to the coast to recruit. The English wheat market shows a general advance of 6d, the Continental is firm, and the American lifeless. At yesterday's sales 1925 casks tallow were offered, of which 925 casks were sold — medium mutton at 21s 93, medium beef 209. HidesHeavy Australian ox, Sfd ; light, B£d to B£d ; cow, 3d to Bfd. The prospects of the wool sales are good; 1200 bales have been sold privately at £d above December rates. In deference to the wish of the United States Government, and also as a tribute to the honourable neutrality of the United States in the recent crisis with Germany, Lord Salisbury has agreed to immediately publish the proofs of claim in the Venezuelan dispute.
