The Sultan's action in delaying his sanction to the presence, ot- extra guardships of the Powers in the Bosphorus attributed to Izaet Bay, his most favoured adviser, who was trying to strain the concert and divide the Powers on whose behalf the Embassies were pressing their demands. Austria, Italy and Germany do not insist on extra guardships in the Bosphorus. Sir Philip Currie, British Am* bassador at Constantinople, ordered H.M.S. Dryad (1070 tons, six guns ) through the Straits. The Sultan took alarm at this action, and at midnight sent Said and Tewfik Pashas to beg for delay* The Governors of the various provinces in Venezuela have assured General Crespo, the President, that 100,000 troops will be available in the event of war over the British Guiana question. During to the recent storms in Odessa 500 persons lost their lives either by drowning or being frozen to death. A train conveying Spanish soldiers in Cuba was destroyed by the rebels with dynamite. The driver of the train and 80 soldiers were killed, and 50 others seriously injured. The Anglo-French negotiations with regard to the Mekong are at a deadlock. It is reported that the Chinese have dislodged a French force from Kieng-hung, which was recently ceded.
