Russia ii irritated at Japan's refusal to fix the date for the evacuation of Liao-tong Peninsula. An angry debate took place in the Chamber of Deputies on the subject of the French colonies, some memhers alleging mismanagement in the Colonial Department. Though the Chamber postponed the vote on the African colonies,, the Deputies accorded a strong tote of confidence to M. Ribot, and ft criiis was thus averted. I Germany proposes to build gradually 10 ironclads for the defence of the mouths of rivers and the Kiel Canal. : Eight firat-olaaa armoured vessels are being fitted with powerful rams and torpedo tubes in order to protect commerce. At a meeting of the New York Suicide Club representatives of the press were present. No speeches were delivered, but lots were drawn as to who should next commit suicide. The doomed man retired from the meeting without emotion, and under the rules of the Club must do away with himself within a fortnight. Crowds of spectators, chiefly foreigners, assembled outside the Club's rooms. China is willing to concede Russia and France half the indemnity loan provided Great Britain and Germany is allotted the other half. The Powers demand from the Sultan an explicit reply respecting the suggested reforms in Armenia.
