Armenia.
The Powers are incensed at the dilatory conduct of the Turkish'Government respecting the Armenian proposals, and it is net unlikely that that the Conference of European Ambassadors in Constantinople will be followed by a naval display.
Turkey has rejected the demands of the Great Powers with regard to reforms in Armenia in toto.
The Sultan declares that reforms are unnecessary, and denies the right of the Powers to interfere, as nothing unusual has occurred.
