News has been received thai; the insurgents in Colombia, South America, defeated the Government troops near the city of Cucnta, and followed up their victory by capturing the city. The Government troops lost 800 men in the engagement. Some miscreant in Jubbulpore displaced a rail on a railway line with the result that some of the carriages of a passing train were thrown over an embankment. Nine persons were killed. From the debris of the railway accident in Mexico, caused by the derailing of a train, the bodies of 130 passengers have been recovered. Many others are still embedded. In numerous instances the bodies of those killed were dismembered of the heads and limbs. It is alleged that the driver of the engine was under the influence of liquor at the time, and that .his not slackening speed at a curve caused the train to fall over a precipice. News has reached Capetown that the King of Swaziland has summoned his best regiment to Bremer&dorp for the purpose of resisting the occupation of the territory by the Boers. The white residents are fortifying the Government buildings for their protection. >. The Eeichstag has rejected the proposal to vote a sum of £XOO,OOO for torpedo boats. c Herr Liebknecht, the well-known Socialist, submitted a proposal to tho effect that the army be con* verted into a militia on the model of that in Switzerland. The question is still under dis* cussion.
