Four doctors, who are in attendance on the Russian Czar, have issued a bulletin that the disease of the kidneys has not improved, and his strength is diminishing. The Czarewueh will consult the Czar only on important questions. A report is current among the natives at Lahore that the Ameer is dead, and that with his last words he exhorted his son Habibulla to re< main friendly to the English. The recall of Colonel Yanoff from the Pamirs has been ordered by telegraph in order to avoid giving offence to England. The newspaper Estafette says France demands a complete Protectorate over Madagascar, and that a French garrison be situated at Antananarivo, the capital of the island. The paper adds that eight days have been allowed for a reply. Johannesberg and Pretoria are raising forces to relieve Lorenzo Marq .ez. French and German warships are expected to arrive in Delagoa Bay shortly. Germany's attitude to the Portu guese is friendly on account of their declining; foreign assistance at Lorenzo Maiquez.
