Monday, Septe3lber 24. The Speaker took the chair at 7.80 p.m. The Government Advances to Settlers Bill was committed. Clause 7 was amended so as to provide that the members of the staff of the Advances to Settlers officers should be appointed by the Governorin«Council instead of by the Trea-' surer. An amendment was proposed by Mr Earnshaw allowing money to be ' advanced not only on land, but also on all other properties. The Treasurer opposed this amendment, as the Bill was one to help primarily the producers of the country. Several members contended that as money was to be advanced both on suburban and country lands it ought to be lent also to manufacturers. After a long discussion, it was proposed by Mr Ward that progress be reported. ,
This was carried ;by 8$ vote 9to 14. The Lands Improvement and Acquisition Bill was committed, and a few amendments made. The Sill Was reported from committee, and the House adjourned at 3.30 a.m. Tuesday, ■"' September 25; : .'• ' The Speaker, took the chair at 2 30 pan." On the motion of the Premier, itwas resolved that the minutes', evidence, documents, and, proceedings, .. of the Tariff Committee be treated ■ as confidential. The Lands Improvement and Native Acquisition Bill was read a third time. The discussion of the Government < Advances to Settlers Bill in- iom* > mittee was resumed. . The Treasurer agreed to allow the sub -section of clause 24 to be altered so as to include also as land, on which advances may be made that registered uuder'the Deeds Registration Act, 1868. Subjection. 3, "Crown land held on lease in perpetuity," as land on which advances maybe made, was struck out, and the words " Crown land held under parts 8 and 4 of the Laud Act of 1892," inserted instead. The words "Crown land held' on lease on small grazing runs under the Land Act," and "Crown lands held by lease under the Mining Act, .-„.. 1892," was also added. To clause 27 (agents "may revise a; sum not exceeding . £1,500,000 in ' !. any year), Mr Montgomery moved to ■ red nee this amount by £500,000, \ which would still leave a million to ' be borrowed, and this, he thought would be sufficient for pne yeaiv , , . The Treasurer / hoped : the House f would not accept the amendment. After some discussion, Mr Mont* gomery's amendment was lost on the casting vote of the Chairman. ' A proviso was added to the clause limiting the Bill to two years, and the sum of money to £B^ooo,ooo.
