Four thousand deaths from oholera are reported weekly in Russia. The French Government has instructed M. C. Myre de Vilerß, French Commissioner to Madagascar, to insist on the right of the French settlers there to acquire land from the Hovas ; also to urge that a French adviser to the Government be appointed. It is intended to increase the number of French troops there. The Hovas are actively preparing for war. They have erected forts commanding Tamatave, and aye inciting the populace to pillage and murder. Many outrages on French residents are reported. Russia has increased her. fleet in Asiatic waters to 33 vessels.
