In deference to the demands of the Socialists, the French Chamber of Deputies has agreed to the appointment of a committee for the purpose of rearranging the basis of the income tax.
The national fete in celebration of the capture of the Bastille was scarcely observed at all, owing to the death of President Carnot.
In Paris the Alsace-Lorraine Societies marched in procession, and the mob cried " Death to the Prussians.
The Anarchists at Toulon set fire to the hold of the ironclad Carnot while the vessel was being launched, but the sailors succeeded in quenching the flames. Admiral Faure, Minister of Marine, will visit Toulon to institute an enquiry into the attempts to set fire to the arsenal and the whole of the dockyards.
It was only with great difficulty that the burning of the Carnot was averted.
The Anarchists intended to set fire to the stocks during the process of launching, and upset the vessel, by which hundreds of lives would have lost, bat their design was discovered by a watchman the night before the ceremony.
A committee of the Chamber of Deputies has reported that it is essential to entirely suppress the Anarchist propaganda. Imprisonment is useless, and would only increase the danger.
The existence of the Anarchist plot at Toulon is confirmed. If the plan of the conspirators had succeeded thousands of spectators would have been imprisoned between the burning vessel and a high wall. A third attempt to burn the arsenal was frustrated.
Considerable alarm has been caused in Paris owing to reports of plots to kill MM. Casimir-Perier, Dupuy, and Bourdeau, and other prominent statesmen, and to demolish public buildings by means of new bombs of unequalled strength, and of the size and shape of oranges. A strong detective force is incessantly on the watch, the police authorities having reason to believe that the Anarchists intend to make an attempt to kidnap Madame Casimir-Perier, wife of the new President.
The Chamber and Senate are closely guarded, tha precautions adopted being similar to those of a citadel during war-time. At a mass meeting in Johannesburg resolutions were carried demanding the extension of the franchise to aliens, and warning President Kruger, of the South African Republic, that trouble would ensue if such a demand was refused.
A cyclone in Upper Bavaria destroyed the harvest, and cauged immense damage to buildings. In three days 3000 Anarchists have been arrested in Italy. The prisons are full.
A society has been discovered in Italy which provides funds for the Anarchists by blackmailing people under threat of assassination.
It is reported that 40,000 deaths from cholera have occurred at Canton. The epidemic is spreading along the coastal cities.
The Czar has abandoned his intention of being present at the army manoeuvres at Smolensk, in consequence of apprehension that the Nihilists will endeavour to turn the occasion to account.
