Foreign.
An excited debate took place in the French Chamber of Deputies on the subject of labour unions, and the Government of M. Dupuy narrowly escaped defeat. The Senate, by 37 to 29, rejected a motion to restore the McKinloy rate on wool. Other proposals with regard to wool duty are before the Senate, and the debate continues. The Senate by a majoiity of two votes has rejected an amendment fixing the tariff rates at less than half those impoped by the McKinley tariff. In the Senate an amendment to place manufactures wholly or partly comprised of wool on thp free list was rejected, only three Senators voting in its favour. The Senate has now completed the schedule dealing with woollen goods in the new tariff. Certain modifications to suit the wishes of the Republicans have been adopted, but the question of the admission of raw wool into the [.'nited States free has not ypf, been voted on. The Senate's refusal on Friday last to put a duty on raw wool is generally regarded as an indication that it will remain on the free list.
