In the House of Commons on Wednesday Mr J. H. Dalziel, member for Kircaldy, moved the establishment of a separate Parliament for Scotland, but retaining British supremacy. The motion was carried on a division by a majority of ten votes, the result being received with loud cheers. Sir W. V. Harcourt was absent from the House when the division was taken. Other Ministers silently supported the motion.
The World is responsible for the statement that Arnold Morley, Post-master-General, is to be raised to the Peerage.
A telegram from Marseilles states that the Prince of Wales attempted to enter a moving train at ♦ the city railway station, and narrowly Bscaped sustaining serious injury. The engineer stopped the engine in time to prevent an accident. It is understood that the Parnellifce Party has officially withdrawn its support from the Government on questions affecting the stability of the Ministry.
The election for the scab for the Romford Division of Essex — rendered vacant through Mr J. Theobald being killed at Romford through attempting to enter a train while in motion -took place on Wednesday. Mr Wigrana, Conservative, was returned, polling 7573 votes, against 6890 recorded for Mr Bethell, the Liberal candidate.
The House of Commons has adopted the Betterment principle in regard to the Tower Bridge improvements.
The Pall Hall Gazette states that the Admiralty's complete programme provides for the construction of 120 ships in six years. These include 10 first-class and three second-class battle-ships, six first-class and 27 second-class cruisers, and 64 torpedo destroyers. The division in the House of Commons on Mr Dalziel's motion for the establishment of a separate Parliament for Scotland was a Party vote, though the Government left the question open. Mr Balfour ridiculed the motion.
The Welsh members intend to move an amendment to Sir G. 0. Tjevelyan's motion that Bills affecting Scotland be referred to a Grand Committee of Scotch members, to provide that a similar privilege be granted to Wales.
