The French press reports that a plot was discovered to wreck Queen Victoria's train during her recent journey to Florence. News has been received that French troops have defeated the Tuaregs in Timbuctoo. Machine guns were used with deadly effect. The rising is now quelled. f The Emperors of Germany and Austria have thanked the Pope for his Encyclical letter to the Poles. The President's message to Congress regarding the silver question declares the Seigniorage Bill a dangerous measure, likely to revive the financial crisis. He believes it would be safe to coin seigniorage silver if the Government were granted wider powers to issue bonds in order to protect the gold reserve. M. St. Hilaire, the well-known French statesman, says that war between France and Germany is inevitable, and every day France's opportunity for revenge draws nearer. The attempts to enforce the liquor laws in South Carolina have caused riotg. At Darlington, 20 detectives who were searching for concealed dram shops were driven into the swamps and killed by the rioters. Several citizens were also killed, and many were wounded. Three companies ot States troops have been disbanded for refusing to proceed to Darlington to assist in preserving order. j
