In the new Cabinet, Lord Tweedmouth takes the post of Lord Privy Seal, Lord Reay the Under-Secre-taryship for India, and Mr G. W. Russell the Under- Secretaryship for the Home Bule Office. The Parnellites have issued a manifesto declaring that they have no confidence in Lord Rosebery, and urging Irishmen to terminate the policy of subservience to English political parties. They demand that Lord Rosebery shall give an assur ance that he will persevere with the Home Rule Bill. Mr Herberc Gladstone has decided to take the post of First Commissioner of Works. Mr Gladstone is improving in health A movement is on foot to establish a nation memorial to Mr Gladstone. It is possible the idea will be carried out by the erection of free public libraries in several centres.
