♦- London. The Calcutta correspon lent of the Times says that the feeling in financial circles in Calcutta is something approaching a panic. The Bank of Bengal lias raised the discount rate to nine par cent. The Admiralty has given instructions for the immediate building of a number ot torpedo destroyers at the Newcastle yards. Mr Joseph Chamberlain advocates the formation ot a National Party to maintain the integrity of the 3<!mpire, and to include in its ranks men of all shades of opinion. The London and North -Western District Bank has suspended payment. A sensation ha 3 been caused in London by the reported discoveiy of "Jack the Ripper," the perpetrator of the Whitechapel murders, in an English lunatic asylum. Mr Thomas Salt, presiding at a meeting of the New Zealand Midland Railway Company, said the directors had not declined the Government terms, and with a vigorous effort would raise the million and a quarter pounds necessary to complete the aest and west route.
