Lord Rosebery, speaking at a banquet to Lord Elgin, the new Viceroy of India, said the Indian frontier questions with France and Russia would not proceed so favourably as might be expected. There is serious trouble in the ranks of the Radicals in consequence of the action of Lord Herchell in snubbing the Radical deputation which waited upon him in regard to the appointment of country Magistrates. Serious indifferences have arisen between England and France respecting the boundary lines of the Buffer State in Siam. In the House of Commons, Mr Buxton, Under-Secretary for the Colonies, said the Government would not forget Lobengula's chivalry towards the missionaries whom he conducted safely to Tati during the recent hostilities. A proposal to enfranchise women under the Parish Councils Bill was carried in the House of Commons by a majority of 21 votes, despite the fact that the Government opposed the innovation Sir R. B. D. Morier, British Ambassador at St. Petersburg, died suddenly on Friday. The death is announced ot Lady Bowen, wife of Sir George Bowen, ex-Governor of New Zealand, from bronchitis. In the House of Commons, the Premier, while declining to announce before February next the shipbuilding programme of the Admiraly, declared that the Government would maintain the distinct naval supremacy of Britain. The conference regarding the miner's strike has decided that the men shall resume work at the old rates until February, and that a Conciliation Board, comprising 28 delegates from the mine owners, and the miuers shall be appointed forthwith, the Board to continue in office for one year and to determine the rate of wages from time to time The appointment of the chairman of the board, and the casting vote (if necessary) virtually rests with the Speaker of the House of Commons. There is great relief throughout the country at the sett'enienfc of the difficulty.
