Foxton Borough Council.
The usual monthly meeting of the above Council was held afc the Li bra i*3 r buildings yesterday at 2 p.m. Present— The Mayor (G. Mye), Crs Williams, Jenks, Hauier, McPherson, Austin and Bradcock. The minutes of the last meeting were read and confirmed. The following correspondence was road : — Audit Office, bringing under notice clause 8 of " The Public Revenues Act 1893" 'Wairarapa North. County Council, forwarding report adopted on the subject of " Local taxation on the unimproved values of land." G. Coley, claiming £5 for damage done to fibre, &c, through the overflowing of water from drain in Union.street. C. Symons, stating that as the floods washed away the culvert from the outlet drain leading from the road through his property to the river, he was prepared to put in a new one if the Council would find the materials. Agnes Allan, again applying for charitable aid She stated that her children had recovered from illness which had left them in a feeble state of health. Municipal Association, asking for copy of by-laws. accounts were passed for payment : — E. Battersby, £35 13s 3d ; do., £16 ; J Sullivan, £6 7s 6d ; C. Spring, £9 1b Id ; T. F. Gibson, £6 ss ; wharfage, 2s 9d ; railway, 8s 4d ; H. Hill, pipes, £26 17s ; Ballinger Bros.. £8 9s lid ; B. [ Spelman, £6 Is lid ; J. Westwood, I 163 ;W. Alzdorl, 21s ; Dr Dermer, £1 ; Charitable Aid, £3 16s ; R. H, Barber, £1 8s 6d. Library Account — B. Spelman, £2 10s; H. Blake, £1 10s. The Mayor, referring to Mrs Allan's application, desired to obtain the opinion of Councillors. He referred to her last application He thought it should be sent to the Palraerston Charitable Aid Board. After some discussion it was Proposed by Cr Williams, seconded by Cr Jenks, That the Believing Officer make enquiries re Mrs Allan's case and report at the next meeting, and grant aid if necessary in the meantime. — Carried. The Mayor mentioned that he had suggested to Mr Syraons some such arrangement lhat his letter referred to. He expected the culvert would take about 250 ieet of totara. The culvert was not needed to keep the flood off the road. It was proposed by Cr Williams,

Last year a Feilding man was ; elected, and he thought this year a Foxton man would be returned if one desired to go. Cr Williams proposed} and Or" Jetiks, seconded; That #is Warship* the Mayor represent this Council at the Charitable Aid and Hospital Board at Palmerston. Or Williams believed that this resolution would erititle tile Holder of tile office to be representative This was Hot however agreed with. The resolution was therefore withdrawn and . . it was proposed by Cr Williams and seconded by Cr Jenks, That this Council leaves it in the hands of the Feilding Corporation to select a member for the Palmerston Hospital Board . — Carried . The Mayor proposed and Cr Williams seconded, That tenders be Called for getting and delivering 600 yards of gravel more or less for the Mofcoa road. Tenders to be per yard. Tenders to be in by the 20th November. The Works Committee to open and accept tenders* The Mayor said the reasons he had for moving in the. Matter was that business was very slack just now in Foxton and he thought a great saving might be effected by calling tenders afc once. All the work ought to b? done by the end of January and it would give time for the metal to settle before the winter came on. £200 had beer, set aside for this work lint extra labour from the heavy wet nnd the artesian well had run away with a lot of the money. O Austin urged the sole and only claim for expenditure to the Wirokino road. (V Williams said the people were making efforts to open up communication with Foxton and Shannon and we should not be the people to raise a bar. Cr McPherson said all money should not be spent on the Motoa road. The Mayor said 2 years ago £117 was only spent on the Motoa road and last year only £48. It was always agreed £200 should be spent but again it had to be reduced by ;£/)0. Something must be done to put the road in repair. He would point out that what Cr Austin wanted was an expenditure of £ 500 on the Wirokino road. Nearly half the day labor had been kept on the Wirokino road. Cr Bradcock said the Wirokino road was in very good order. j Cr Austin said he desired that it should not he understood he objected to the work being done on the Motoa road, but he wanted the Wirokino road kept in order. Or Williams said it was now a capital opportunity to do the work and should not be lost. Cr McPherson interjected " Tt was all rot." The resolution was carried. Pixposed by Cr Williams, seconded by Cr Bradcock, That the ranging be suspended till the first of January, 1804, between the hours of 8 a.m. to 6 p.m. Cr Williams said there were many cattle straying after the grass and when it became dry, the growth would be dangerous, and it would be best to get; it fed off. Cr Austin said the Ranger was no more use than a " spectacle case " and he would be in favour of doing away with him altogether. The Mayor thought the time was a month too soon. The resolution was carried. It was proposed by Gr Jenlta, seconded by Cr Bradcock, That the Council allow Mr George Coley the sum of £5 on account of damage done to fibre by flood water. The Mayor said that Mr Coley called his attention to the state of his yard and he had then told him he did not think the Borough was answerable. He feared that to pass the resolution would be establishing a very bad precedent. He was sot objecting to this payment but it was opening the door to many claimi. As an amendment Or Hamer moved and Cr Austin seconded, That the motion to compensate Mr G. Coley for damage to his flax be held over to next meeting. The amendment was carried. The remainder of the report is held over.
