News has been received at Washington, from Brazil that Santa Cruz has surrendered to the insurgents, and in consequence President Peixoto has abandoned his coast position. Letters received from Rio declare that all ports except Santa Cruz are either neutral or favour the rebels. Three rebel warship have sailed to blockade Santos.
