Manawatu Herald. SATURDAY, SEPT. 16, 1893. Licensing of Vehicles.
The vexed question as to how to secure some assistance from those who use the public roads and are not ratepayers is constantly arising in the discussions of all our public bodies. In the borough it is nortorious that the chief users of our roads are the smallest ratepayers. Iv the County it has also been found that very heavy carting is done at the wrong season. of the year, and in vehicles not adapted for the purpose. In our report of the last meeting of the Manawatu County Council it will have been noticed that a committee was appointed to revise the by-laws as to the licensing of vehicles. It will therefore be of use to draw the attention of the members of that committee to a Bill introduced into the House by the Premier entitnled " Ths North of Auckland Counties Vehicle Licensing Bill " which was so far altered as to refer to the whole North Island. It passed the House but we are not sure of its fate in the Legislative Council. As it is probable that the Bill will pass, as it is merely a permissive measure, we reproduce tha clause which is in fact the whole Rill —
" In addition to their powers under section three hundred and eleven of " The Counties Act 1886 " (herein referred to as " the said Act ") the Counties of are hereby respectively authorised from time to time to make, alter, or repeal by-laws under the said Act to provide for. the licensing of all vehicles drawn upon or along any road within the county, and to prevent unlicensed vehicles using any of the said county roads,
and for appointing ths several sums to be paid to (he county fund for the licensing of vehicles as heroin mentioned ; which minis may be appointed to vary in kesppct of different classos of vehicles, thj number and species of animals used in drawing the same, the weight of the load laden on such vehicles, the width of the tiros cf Ilio wheel--, or tho number of passi'iigfirt to In.- carried respectively. No whiele. .shall L< entitled to miy exeir!|,ti)!! from being licensed as aforesaid by reason of carrying Her Majesty's mails, if any goods, morchaiidis* 1 , nr pa^onpors am con";\yr!(l in i.ii--> Miii.) vehicle, ; bnL this provision shall not, apply in respect of any wiiir-'e used for tlie carriage of jivulx unibi- nny contract entered into IkToiv the passing of this Act until I lie. expiry of the said contract."
