Manawatu County Council.

The usual meeting of the above Council was held at the County office Sanson, yesterday at 11 a.m. Present — The Chairman (V. C. Ransom) Crs Hammond, Taylor, Robinson, Masters, and Strang. The minutes of the last meeting were read and confirmed. The following correspondence was read : - IX WARDS. From Walsh & Ho wan, asking for transference of slaughtering license. (r; AY. Blunden, asking for a slaughtering license. C. Hansen, asking for transfer of property to C. Koberstein. C. Unriche, asking for transfer to F. W. Koberstein.

M. Boyle, informing he could not do anything to culvert at present.

Gorton it Son, re sale yards at Sanson, said had arranged to get drain repaired.

John Burr, re objection to forma: tion of flood bank, agreed to withdraw the same provided a flood culvert is made. Mr Wilson agreed lo have this done.

J. H. Hankins, sending copy of ferry lease.

J. Hillary, calling attention to trouble and expense he had been at the Shannon ferry, owing to floods. Clearing the cutting had cost him over £5, independant of his own labour, when a flood came down and filled it, he then cleared a track when another flood came down and filled it, hu cleared it since and even one more flood had again filled it. He had had no vehicle traffic over ferry since July, people went by boat. The bank was also breaking very much away.

J. R. McLennan, calling attention to impassable state of road from Chine's corner. He thought a crossing over tramway was needed

J. Tennanfc, re crossing at Chine's, stated he could do without it

J. G. Wilson, re engine Fox, he replied the Commissioners could not make any rebate in freight, also asking for leave of absence from the meeting.

, Locomotive Engineer, in accordI ance with request, only needed repairs would be done, and hoped that it would not take more than four weeks. Clerk, Manawatu Road Board, saying the Board were taking steps and hoped to pay very shortly the money owing. Horowhenua County Council, objecting to any clause in the Shannon ferry lease for ferrying gravel over free.

Assistant Surveyor General, regretting being unable to supply to local bodies tracings required, but would get a draughtsman to make he same over hours, and would see the charges were reasonable.

E. Mi Smith, objecting to drain on Taylor's line, which was flooding him. W. K. Simpson, calling attention to the omission to arrange for carry ing the water across the road, and asking for a culvert. T. Wilson, mentioning that the river had carried away land' by Saunders' land, and stopped passage to the ferry, and requested the pro par road line should be opened up. Mr Lucinsky, could not agree to conditions for leasing four acres at Carnarvon. He would pay rental of £3 if Council would have gorso cleared. It would cost £l. r > to clear the gorso. OUTWARDS. J. G. Wilson, asking him to support the ten per cent, on delayed rates. Manchester Road Board, stating this Council could not acknowledge their claim for interest. Manawatu Road Board, asking for the proportion of cost of the bridge and enquiries. The following resolutions were agreed to. Proposed by Cr Robinson, seconded by Cr Hammond — That the Chairman, and Crs Hammond, Taylor and Robinson be a Committee to meet Mr Smith with regard to water complained of by him. Proposed by Cr Robinson, se< conded by Cr Masters, That the transfer of slaughtering license to Walsh & Rowan from Fox ton Butchering Co., and also a slaughtering license be granted to Mr Blnnden. Proposed by Cr Taylor, seconded by Cr Hammond, That the transfer of property standing in the name of Christian Ilansen in the rate-book to Carl Koberstein, and also the transfer of section 9, Douglas block, Te Kawnu Survey district from Carl Unriche be granted. Proposed by Cr Taylor, seconded by Cr Robinson, That leave cf absence be. granted to Cr J. G. Wilson from this meeting of the Council. Proposed by Cr Robinson, seconded by Or Strang, That the Chairman, and Crs Hammond, and Masters be a committee to go through the bylaws regulating the width of tires on drays and waggons also weights on same and report at the next meeting. Proposed by Cr Taylor, seconded by Cr Hammond, That the tracing of roads at Carnarvon be got subject to payment required by Survey office. Proposed by Cr Straug, seconded by Cr Masters, That the Engineer be requested to report before next meeting on the road mentioned in Mr Wilson's letter through sections 90, and 91, Mount Robinson. Treasurer's Report The Treasurer reported that the General Account was overdrawn, £971 9,-«. Proposed by Cr Strang, seconded by Cr Robinson, That steps be taken to appoint a ranger for the Awahou Riding. Mr Grace waited upon the Council to represent that f mr bridges put up by the tramway, thive of them were amply sufficient to take the water, but the one opposite his property was not near large enough. The same complaint could ba made as to the road bridges. The result was that the water was over his land which stopped him from ploughing and also spoilt his lambing paddock. He asked th.it tho Council would inspect the place and see what could be done to improve matters. He would go over the property with the engineer and he could report to the Council. The Chairman said the complaint would be considered, and a letter sent to->Mr Grace. Mr Grace then thanked the Council and reared. The Couoeil then adjourned for lunch. On resuming. Mr Harris waited on the Council about the water. on . Speedy's line. The water-table formed threw the water all upon him, whereas if it had been continued the water would have gone into a drain which led into MoCardy's big draiij. He also mentioned that a drain had got filled up elsewhere which needed cleaning. Cattle and pigs had done t^bis. Cr Masters said the draii*, was dug four or five years ago. The drain was dug to form the road\ and stopped at a rise, it appears he;wants this rise cut through. A Mr 'Henderson wanted a culvert across\the road, but Mr Harris did not. x He thought a small culvert and tile drain carried on this four chaioa would be the fairest to all parties. v The Chairman said that a Committee would be appointed to see into the matter.

Mr Harris then retired. The following tenders were opened for the Shannon ferry : —

J. Hillary at £40 for the year E. A. Howe at £56 for the year John Wilson at £75 for the year Proposed by Cr Strang, seconded by Cr Masters, That the tender of Mr John Wilson of £75 be accepted for the working of the Shannon ferry for one year. Also that his offer of fixed deposit amounting to £75 be taken.

Proposed by Cr Strang, seconded by O Eobinson, That this Council take the necessary steps to raise a loan of £1500 under " The Local Bodies' Loans Act, 1886," for form-

ing, claying and nietaliing on the Foxton-Shannon road. The special rate of this loan to be struck over the Awahou Riding. Cr. Strang, in moving the resolution, pointed out that as the mettailing of the road would greatly increase the value of the Shannon ferry, the Council should place its share of the revenue towards the in- Jt terest npou the loan. The chairman said he did not think this could be done as the rents were county revenue. If the spocial rate was struck for the loan it need not necessarily be collected as if the Separate District was in funds the interest could be paid out of rates. The resolution was carried. Proposed by Cr Masters, seconded by Cr Sfcrang" That a committee fco consist of the Chairman Cr Hammond and the mover be appointed to go and see the drain on Speedy'g line and report to next meeting. Proposed by Or Hammond, seconded by Cr Taylor, That the oversee' 1 see Mr Grace re water on his property and report at next meeting. Proposed by Cr Robinson, seconded by Cr Hammond, That the report by Cr Strang about the flood bank at Motoa road be ageed to. Proposed by Cr Robinson, seconed by Cr Strang, That tenders ba called for cutting the gorse on the county reserves. Proposed by Cr Taylor, seconded by Cr Hammond, That the overseer see Mr McLennan in regard to the matter complained in his letter re road. Propo-ed by Cr Robinson, seconded by Cr Hammond, That tenders be called for forming about 2| miles of formation on the Foxtoii-Sanson road. Tenders to be in by noon of iif-xt meeting of council.
