Foxton Borough Council.
The usual meeting of the above Council was held at the Library buildings yesterday at 2 p.m. Present—The Mayor (G. Nye), Crs Bradcock, Austin, McPherson, Ahern, Williams and Stansell.
The minutes of the previous meeting were read and confirmed.
The following correspondence was read : —
From Mrs Cole, applying for medical assistance.
Treasury, paying in £19 odd being balance of last year's subsidy.
W. B. Rhodes, drawing attention to the fact that the water from the Avenue road runs into his property and desired it to be attended to.
W. Wakefield, offering £3 per annum for portion of Spring-street and offering to fence it.

The following report was report was read from the Public Works Committee : —
Gentlemen, —
Your Committee in presenting this report are glad to say that consider ing the severe • and heavy rainfall which we have had during the whole of the winter the roads are in a far better state than could have been expected. The Wirokino Road has been covered with water during the whole of last month and the men have not been able to g#fc on to it.
The day-men are now at work on it, and hope soon to have it in fair good order. The men have been continually moved about during the last month to meet the many calls which have been made upon your committee by the ratepayers. Union street has several times been flooded and the men had to open out the old culvert near Mr.% Burr's so as to let the water away, and iu opening ifc. out find that it is completely rotten and filled with sand, and your committee recommend that this should be replaced at once with either pipes or culvert.
Reserves. — Your committee have had the work done on the Ferry Reserve as passed at last meeting to their satisfaction. The Recreation Reserve has been planted again in the missed and drifted places, and also fascined in several places, and had about 250 gums planted. The most of the trees planted earlier in the season, especially the Macracapas are dead.
Ferry. - It has been impossible to do anything in connection with the Ferry appliances until last Friday when the day-men went down, also the Miivor and Inspector, and after removing the winch, found that the post which was fastened to wineh was completely rotten just under the ground and broke in two. ' Ifc had to be taks-n out and a new one supplied asid put in which was completed the same day with the assistance of the ferryman and is now as strong, if not stronger, than ever.

Pe artesian water supply the Clerk said Ihe total £89 Os 9d was paid to Lord ti ud Lowi?. and to Battersby to to day was £27 7s 9d, to which would have to be added coal and wn tcr.
Mr Battersby said he had drilled out 1-ltt 7in of stone left in the pipes by Lord and Lewis. He had drilled lift of his own sinking and had driven 27ft. The total depth was 220ft Gin.
The Council went into Committee to consider the question of a further advance towards sinking the artesian well.
On resuming the following resolution was put and carried : —
Proposed by Cr Stansell, seconded by Cr Bradcock, That the artesian water supply committee be authorised to carry on the boring of well until next meeting of the Council.
The opinion of Mr Martin re making by-!aw for privies and clearing the same was read by the cleric. The opinion was wholly in favour ot the Council having power to rlo so.
The Mayor considered his proposals of la?t year in the matter of inspector of nuisances would have ended all the trouble by now. He believed it won d have to come to thnfc vet.
' r Williams said there was no particular clause pointed out by any membar of the Council where it was thought advisable to enforce only a portion of the by-law. •
Cr Stansell said he understood from Mr Martin's letter that there was power to do what the committee had recommended. In regard to the present by-law he considered it was too general, and he did not see how the inspector could only act upon a portion of the borough.
Proposed by Cr Stanse 1, seconded by Cr Ahern, That the reports of Public Works Committee be adopted. — Carried.
Proposed by Cr Williams, seconded by Cr Stansell, That Mr Alzdorf's appointment be cancelled and that tenders be called for the same to be in by the 14th instant.
Proposed by Or Williams, seconded by Cr Stansell, That tenders be called for a night-soil man to be in by next meeting of the Council, and that a bonus be given of £10 per annum.
Cr Williams said he moved the resolution to bring sanitary matters to a head. A committee must meet to draw up specifications. The bonus was to secure the supervision of the nightman. The contractor would have to be guided by a table of charges. Should the bonus not prove, with his other receipts, to furnish a sufficient wage he would be inclined to increase the bonus.
Cr Ahern would vote against the resolution. He believed it was chucking the rate-payers money simply to clean a couple of rate* payer's pans.
Cr McPherson would also vote against the motion.
Cr Stansell would have preferred to make the ratepayers use earthclosets, he believed anyother plan would not work.
Cr Williams said his proposal was simply to make some effort to put sanitary matters on a better footing. The Mayor strongly objected to a bonus being paid. He did not see how cesspits couid be cleaned out.
Cr Austin objected to giving a bonus. He believed there would be persons who would apply if advertised for.
On the resolution being put it was lost, only the mover and seconder voting for it.
