Foxton Borough Council.

The usual monthly meeting of the above Council was held at the Library buildings yesterday at 2 p.m. Present—The Mayor, (G. Nye), Crs Williams, Aheru, McPherson and Austin. The minute 3 of the last meeting were read and confirmed. The following correspondence was read : — From Begistrar General asking particulars for statistics. Treasury sending cheque for portion of subsidy amounting to £61 135. W. J. Lewis offering two pipes and reducing: socket to Council. E. Battersby stating he would be likely soon to make a start at the artasian well. Under Secretary asking for a quarterly statement shewing amount of fees under the Licensing Act, PETITION. The Mayor presented the following petition : — To His Worship the Mayor. We the undersigned ratepayers do humbly wish you to form that piece of road between Whibley's corner and the boundary of the Borough on No 1 Line believing the same wonld be beneficial to all the ratepayers of the Borough and we would further state the Manawatu County Council contractor is willing to do the same fcr 3s 6d per chain (about 40 chains in all). PUBLIC WORKS COMMITTEE REPORT, Gentlemen, We have the honor to report that the following works have been attended to during the past month : — Main Drain Wirokino road. 0. Adin has completed tha cleaning out of this drain to the satisfaction of Cr McPherson who has passed the same. No 6 Line drain. D. Whibley has cleaned out this drain which has been passed by Cr Nye. Norbiton Road Drain. This drain has been cleaned out and deepened by the daymen, and have also taken up and put in a new stringer at the bridge corner of Norbiton road and Sprint? street and thoroughly re paired the same. They have also cleaned out the drain in Spring street and the Awahou creek from mouth near the river to Avenue Bridge tc cutting, and are now employed in cutting down the hill on No 2 Line near Bowe's. Avenue Road Drain. This draii] is being cleaned out by P. Guerin and is nearly completed but the top part which is boxed in near Baker's corner is completely blocked up with sand that has drifted from the road and would recommend that about 8 chains be fenced in from the road, levelled down and sown with grass seed. — Signed, G. Proposed by Cr Williams, seconded by Cr Austin, That J. B. McMillan's resignation be accepted With regret. Proposed by the Mayor, seconded by Ci 1 Williams, That portion of the road at the head of Spring street be Closed during the pleasure of the Council and that pel-mission be given to Messrs B. Austin and Carter to plant the sand drift with sand binding grass to be taken off the public reserve as directed by the Overseer of Works Committee. Cr Stansell here took his seat. Proposed by Cr Stansell, seconded by Cr Austin, That a letter of condolence be sent to Mrs Ballance expressing their sympathy with her in her bereavement and at the same time expressing regret at the great national loss to the colony of one of the best Premiers the colony has ever had, Cr Stansell regretted his coming in late as he had meant to have moved the motion at the opening of the meeting. Cr Austin spoke feelingly on the matter. Proposed by Cr Austin, seconded by Cr McPherson, That notice be given by the Mayor at the next ordinary meeting that the motion passed on the 6th April that honorarium of £10 be paid to the Mayor be rescinded. Cr Austin said be brought the motion forward at the wish of the Mayor. Cr Williams said it could not be expected that a gentleman should be called upon to pay any expenses out of his own pocket. The small amount was voted to find the funds for these expenses. The Mayor desired that the ratepayers should not think he wished to be paid for his services. It was not fair to ask him to pay two guineas to pay subscription to the Municipal Association. Cr Williams said that there had been a very strong suggestion thrown out by the Manawatu Herald that such a salary should not have been accepted The Mayor said he was not in want of the £10. The motion was moved to find the subscription mentioned. Cr Stansell suggested that the motion should be rescinded and the subscription voted ; direct to him. Evjn the press would approve of such action. The resolution was carried, the Mayor not calling for a dhision. Proposed by the Mayor, seconded by Or Williams, That W . Alzdprf be employed as soon as funds are available to lay off sections for free and ten shilling sites in each subdivision of the Foxton Cemetery, and the Public Works Committee be instructed to deal with- the matter, and Cr Ahem be added to the Works Committee. Proposed by Cr Wi.liams,. seconded by Cr Ahem, That a ; Special Meeting of this Council be held on Monday the 15th inst. for to hear any objections to the Burgess List and to correct sign and adopt said Burgess List, also to adqpfc ; the financial statement, of income and expenditure for the present year; The two resolutions proposing the general rate of fitteen pence in the pound and one penny in the pound for library rate were passed. Proposed by Cr Williams, seconded by Cr Ahem, That Mr Aldridge be instructed to paint the Wirikino ferry house with two coats of hematite. Proposed by Cr Stanseli, seconded by Cr Austin, That the following properties be transferied : — Part section 50 from J. B. Harconrt to Bobert Cawston ; part section 87, lots 10 to 15 from J. B. Harcourt to James Ingram ; sections 89 and part 90 from W. G. Robinson to Mrs Robert McLean. Cr Stansell called attention to the state of the new metalled portion of the Motoa road. He trusted the Public Works Committee would receive his suggestions in a kindly spirit. Cr Williams did not think it would pay to put other men on. Probably the Borough men would £oon be put on The following tenders were opened for the Wirokino ferry :— Davis and *■■ Piggott, £80. Gr^Attsfcia said. he' iiioved the peculiar proposal that the highest tenderer should be accepted as he wished to see new blood. Cr. Stansell said it was not to be expected the lowest tender could be about the roads day after day. Cr Williams said Councillors were now studying the poor working man, but when some drains at one shilling a chain was given without tender Councillors cried that it was too high. • Cr Ahem said that Cr Williams was fighting for the laafc two years for the lowest tenderer. The Mayor would support lowest tender or else it was no use to call for tenders. If the work was not attended to the Ranger could be dismissed. On the amendment being put a division was' called for, and Crs Austin, Ahem and Stansell voted for the amendment, and Crs Williams, McPherson and Nye against it. The Mayor gave his casting vote againbt the amendment. On the resolution being put it was carried. The Mayor wanted the Council to deal with the dog tax business. The Clerk said Mr Alzdorf had promised to call and bring his book and collars but he had nob called. The Mayor said the collector had not complied with the conditions. It was left with the understanding that the Clerk inform Mr Alsdorf that matters must be cleared up before next meeting. The following accounts were passed:— J. Sullivan, £6 ss; C.
