A Scandal.

I 9 " T" h& Offensive Publications Act 1892 " WHS a" Government measure and was passed by the House of Representatives without objection. During the passage of the Bill in the Legislative CfcHtteil, the Hon. Dr Grace stated thti &to?ong reasons which rendered the m&teutre necessary. The object of the A<# was to prevent a certain class of goack advertisements appearing in any of the newspapers in the Colony. The 1 grave character of the offence of inserting any such advertisement is shown by the fact that the punishment for the second offence is " a penalty not exceeding fifty pounds* or in the discretion of the Court imprisonment for any term not exing twelve months, with or without hard labour," We believe all the newspapers of the Colony have ceased publishing the advertisements against which the Act is directed but the New Zealand Times under the management of the Hon. W. P. Reeves, Minister of Education ! He has thought fit to admit into his columns two advertisements which we think any 41 Court would be satisfied " is of the character declared by the Act to be " indecent." We trust that the Ministerially managed organ, in the interests of public morality will cease to be the medium of bringing this class of advertisement under the notice of the youths of the Colony.
