Manawatu Herald. TUESDAY, APRIL 11, 1893. A Loan.
« It is singular to find a body of representative men affirming, by grave resolution, their opinion that a loan is necessary and then to find that they have viewed their handiwork 11 and behold it is very good," so very good that it is to them unnecessary to proceed further. How much use is such a resolution likely to be on the minute-book of the Borough Council? but there it 13, and has been for these three months. We ask the mover and seconder to explain the reasons they hold for going so xar and no further. We have given our reasons why a loan is necessary, as an expenditure of money at once, completing the work necessary, is cheaper both in actual cost and convenience, to an expenture in instalments. Each day brings it very forcibly before us that the" townspeople are being sadly handicapped for want of good road communication. • Our sister township, Shannon, has at last woke up to the need of expenditure of money on the road to the Shannon ferry, and has wisely resolved to borrow £500. This means a good road, well drained, at no expense, as the interest will practicallly be found by the Horowhenua County Council out of the ferry receipts. The Manawatu County Council have a mile of metalling in progress on this side of the river and enough money available to complete another mile this season. Probably acting upon the plan of the Horowhenua Council they will place the half of the net tolls at the disposal of the Awabou Riding to do still further metalling if the Councillor for the Riding does not bring forward a scheme for borrowing as j much money as such receipts would find the interest of. This we hold would be the quickest and cheapest plan. . What does the Borough do ? Passing resolutions will not make roads in the colonies though good ' intentions are credited with paving other pathways. As such a direction is not the road we wish anyone to go it would be wiser on the part of our " city fathei'3 " to take measures to place a road which we could all use, in proper order, so that we might in a couple of years 'time see a good road to Shannon. We believe that if the matter was taken up in earnest the votes of the ratepayers could be obtained, more especially as our neighbours are niaMng so energetic an effort. We must wake up.' We must understand that we want communication with our surrounding country. We must remember that tapping Shannon means in a very short time tapping the cross country road to Wairarapa. With a good road to Shannon we shall hftv* thest settlers as ©hj* begfc sup*
porters in opening up the road aci'pes the ranges. Surely this should be a * scheme worthy of the best consider- \ ation, and of our best efforts, and the , loss and delay, if no more Is made, < will lay at the door of the present l Council who were returned to study * and promote the best interests, of the Borough. j
