The error arose from a too ' earnest desire not to lose money, . owing to Stanley being unable to complete his lease, and therefore thy oversight of the law's demands may be passed ovev in tile face of the Council's readiness to act lawfully. The error has not been without an: accompanying advantage as it afforded an opportunity to the Borough to accede to the wishes of the Horowhenua County Council to reduce the charges on one set of tolls. It was very properly set forth by the Mayor that ferries are not established as money making speculations but for the convenience of the travelling public, and that the public body in charge of them should lower tolls to such rates as would cover the cost of maintenance and depreciation of plant. A toll is no advantage at the entrance of any town, nor is it to any settler desirous of transacting business in that town, reside where he may, and we should have desired, had it not been likely to have further complicated the present position, to haVe seen a conference between the two interested bodies as to how far it would be advisable to further reduce the tolls at this ferry. It should be kept in view so that early action may be taken before tenders are again called for. "
