Manawatu County Council.

The statutory meeting of the above Council for the annual election of a Chairman was held at Sanson yesterday at 12 noon. Present — Crs Robinson, Wilson, Saxon Ran3om and Masters. The Clerk to the Council took the chair and called for nominations for the office of Chairman. Cr Saxon proposed Mr Ransom as Chairman. He had known him for a great number of years as chairman and he thought they could not get a better man. Cr Robinson begged to second the nomination as all the Councillors and all outside the Council were well satisfied with the manner he had carried out his duties. The Clerk then put the resolution and declared the same unanimously carried. The Clerk then called for the nomination of two members for the Palmerston Hospital and Charitable Aid Board. Cr Robinson proposed that the Chairman and Cr Saxon be elected to represent the Council on the Palmerston Hospital and Charitable Aid Board. Cr Wilson seconded the resolution, which was carried. The Cleric then retired and Cr Ransom took the chair. The minutes of the last meeting were read and confirmed. Cr R. B. McKenzie sent in the following letter of resignation ; — Please accept my resignation as a member of the Manawatu County Council. I find it necessary to take this course as I have not time to attend to the duties of a Councillor. I would like to take this opportunity to express my thanks to yourselt, the Councillors, and officers of the <\>uncil for the kindly feeling shown by you and the others towards myself during my long term of office. Though retiring from the Council I hope still to be of use to the settlers (particularly the farmers) of the district. Cr Ransom moved, and Cr Robinson seconded, That the resignation of r r R. B. McKenzie be accepted with regret. — Carried. CORRESPONDENCE. The following correspondence was read : — From J. H. Hankins enclosing a resolution re Oroua Downs roads. do. Re Kari-kari road enclosing letter from Chief Surveyor and stating that he thought he would get the plan properly completed in about a fortnight when the closing of the ! roads can be gone on with. R. Austin stating he would not cut any green flax to come by tram until the flax was cut out on the Bainesse line. Railway Department, re weighing flax. do. accepting Council's offer re green flax on road and railway line between Carnarvon and Oroua Bridge. Land and Income Tax Department sending corrected schedule of the rateable value of the districts contributing to the Palmerston North Charitable Aid Board : Oroua, £2,100,848, Manawatu, £791,844, and Palmerston, Feilding and Foxton Boroughs £702,023. Making a total of £8.594,745. Horowhenua County, regretting the county had no jurisdiction over the road from Shannon. Foxton Borough intimating the payment of £9 8s 6d had been paid \ into Bank account of the County. J. G. Wilson, I see some one has been cutting the goi'se on the continuation of Cemetery line, but as far as I am concerned it is made much worse, the plants on the road have been grabbed. On my paddock they have been simply burnt and left. Now every one who has had experience of gorse knows that to burn it means to make it spread. I also understand where it can be proved that a neighbour has gorse and another none, if the gorse spreads the owner of the gorse is liable. I would therefore ask you to remedy the error and have the gorse grubbed up in my paddock. James Munro asserting' an error of 14s had been made in the demand for rates. R. 0. Clarke in notifying a shipment of pipes states instead of there being a fall in prices there is- a tendency towards a rise. Palraerston North Hospital Board, notifying the annual election of members takes place on 23rd instant and informing the Council that the County is entitled to return two members. norowhenua County, asking for information concerning the title of

[ the Ferry reserve on the south side of the Wirolrino ferry. The County has the plan but not the title. Mr Bich, calling attention to the damage being caused to his property through putting a culvert across Bank's line. He requests immediate attention as an inspection would convince the Council that -the request for relief was a reasonable one. He was auxious to settle the matter amicably but must point out that every day's delay increases the damage done to him. John Saxon, asking name of E. Whitehead be substituted on rate, roll for his as ho has sold the property. The following resolutions were carried : — Proposed by Cr Masters, seconded by Cr Wilson, That the name of Edward Whitehead be placed on the rate roll for section 14 Sandon in place of John Saxon. Proposed by Cr Ransom, seconded by Cr Wilson, That Cr Ransom arid Robinson inspect culvert complained of by Mr Rich and report. Proposed by Cr Ransom, seconded by Cr Robinson, That Crs Ransom, Masters and Hammond be a committee to pass accounts. Committee to meet on Wednesday December 7th at 2 o'clock" Proposed by Cr Saxon, seconded by Cr Masters, That the Telegraph Department having acknowledged that some poles are placed in dangerous position on the Feilding Awahuri road, be written to and ordered to remove the same at once. Proposed by Cr Robinson, seconded by Or Wilson, That tenders be called for cleaning about 20 chains between Milner'sLine and big drain. Tenders to be in by January meeting. Proposed by Cr Wilson, seconded by Cr Masters, That this Council go into committee to consider the credit balance due to the Awahou Riding as shown by the last balance sheet. The following tenders were received : — " CAMPBEIXTOWN-LONGBURN ROAD. Lazenby & Reid, 6s 9d per chain. no. 1 line. W. Alzdorf, 15s per chain • Hugh Clark. 9s 6d ; John Williams '& 'Co., 13s 6d. METALLING FOXTON-SHANNON ROAD. J. & W. Anderson & Co, 5s a yard. , ..... ... Proposed by Cr Ransom, seconded by Cr Robinson, That the tender of Lazenby <fe Reid be accepted for work on Campbelltown road at 6s 9d pcl 1 chain. Proposed by Cr Wilson, seconded by Cr Robinson, That J. & W. Anderson's tender for drawing metal to the Foxton-Shannon road be accepted subject to the specifications for 60 chains. Proposed by Cr Masters, seconded by Cr Saxon, That fresh tenders be called for re-forming about 80 chains at the south end of Speedy's Line, tenders to be in by December 7th. Ten clers to be accepted by committee ■appointed to pass accounts on December 7th. Proposed by Cr Wilson, seconded by Cr Robinson, That fresh tenders be called for work on No 1 Line, Foxton, to be in by next meeting of the Council. Proposed by Cr Ransom, seconded by Cr Robinson, That the action of the Chairman appointing Mr C. Bray engineer for the construction of the Campbelltown - Longburn bridge be confirmed. Proposed by Cr Ransom, seconded by Cr Saxon, That the next ordinary* meeting of the Council be adjourned from December 14, 1892, to January 11th, 1893, and that the County Office be closed from December 24th to Brd January.
