Tumultuous scenes have taken place in the Chamber of Deputies concerning the Government proposal to limit the freedom of- the press. The Premier made a brilliant defence ot the Government in his speech on the Bill. It aroused general applause, and may possibly save the Government. The debate was adjourned. Spain and Portugal have concluded a Defensive Alliance against the Eepublicaus. The Pope states the Vatican is determined to maintain cordial relations with France. Russia is pressing the Sultan to open the Dardanelles, claiming that it will be merely be an extension of the privilege granted to the Volunteer Fleet. Germany raises a loan of seven million pounds to meet the outlay on her army and navy. Many Anarchists have been arrested in Berlin. The Nicaragua Canal Construction Company is urging the United States Government to issue a hundred million dollars' worth of national bonds to raise funds for the purpose of constructing the canal. * Senator Carlisle will probably be appointed Secretary of State in the Cleveland Government.
