Eussia intends to settle 1000 Cossacks and their families in the Allac Valley to guard the Pamir frontier, and purposes forming a Cossack army there The reinforcements have reached Port White. Afzul Mehtar, the ruler ot Chitral, has requested the presence of a British officer, in consequence of threatened complications in his State. The Wahabees, a warlike Mahometan sect in Central Arabia, have rebelled and massacred the GermanGovernor and his officers. The Wahabees are menacing the other German stations in Central Arabia The natives have attacked a German post in East Africa, killing the garrison and looting the station. There is some uneasiness in Paris at a report that the Dahomey expedition was overwhelmed and massacred by 20,000 natives at Couloupa. The report, however, is not confirmed, and at present is nothing but rumour. It is believed that the allegations by the French officers in Dahomey that the Germans are assisting the natives, will be the cause of a FrancoGerman difficulty. Owing to the strained relations between ftoumania and Greece, the Roumanian Minister in Athens has been recalled. Count Kalnoky has informed the Delegations that Austria desires to preserve the best relations with Russia, and the Government of the latter country have assured him they intend no aggressive movement against Austria. The Chins are collecting men and guns, and inciting the friendly tribes to join the rising. Information has been received at Brussels to the effect that the natives of Katanza, in the Congo district are rebelling, and resisting the Belgians. The Brussels Courier advocates the annexation of that district. The press demands the punishment of Wahehei rebels, in order to restore German prestige in East Africa. ihe Weheheis have revolted against the German rule. They attacked a post at Usum Ara, and killed the Governor and his officers. It is believed that the rising was instigated by Arabs. The rebels are now menacing other German stations in East Africa.
