Manawatu County Council.

The usual monthly meeting of the above Council was held at the County office, Sanson, yesterday at 11 a.m Present — The Chairman (V. C. Ransom), Crs R. B. McKenzie, T. Wilson, Saxon, Masters and Hammond. The Chairman welcomed Mr Wilson the new councillor, who suitably replied, The minutes of the last meeting were read and confirmed, The following correspondence was read :•— inwards. From J. Thompson, stating owing to wet weather he had not started his contract on Penny's line, would make a start to-morrow. J. Thompson, ranger, stating roads pretty clear of cattle. He had impounded during last month 18 head of cattle and 7 horses, There are a good many pigs which he oannot get to the .pound. D. M. Brooks asking for the name of the Council's solicitor. L. C Williams, asking for information as to local charges before sending prices for drain pipes. Same sending prices. F. Sklenars, complaining that the formation and «metalling of Bank's line road has drained the water bao 1 -: on to his land. He required a proper outlet. J. G. Wilson, saying that he had not presented petition because Mr Ballance had stated the government did not intend withdrawing subsidies from local bodies. He also meant to consider the whole question in connection with charitable Aid question during the recess. Rangitikei County Council, mentioning that a committee had | been instructed to examine and reI port on the road connection between the two Counties between Scott's ferry and the bridge at Bulls. J. T. Dalrymple reported to the Rangitikei County, That Mr McKenzie is willing to allow a road line to be taken through his property on his boundary next Mr Burn's on the following terms : Road half a chain wide at the rate of £10 per acre, to be fenced by the Council with legal fence the whole line, (6 plain wires and ona barbed on top.) Mr McKenzie will maintain the fence after once being ereoted by the Council.— This is the best line of road leading to the river that I know of, it connects with a road line on the other side of the river and tha ford in the river is always good. J. Thompson, asking for permission to erect a gate across Burt street. J. A. Duley, asking for permission to erect a gate across Burt street. James Tennant, drawing attention to the road along the main drain leading to the Oroua biidge. There are numbers of big. holes on the road some of which are quite four feet deep and it is a matter of great difficulty and extreme danger to cart over the road. Further there has been a culvert over one of the cross I drains washed away over two months • ago and I have had to put in a 1 temporary one, and the bridge over

the main drain is by no means safe. If any accidents happen I shall have to hold your Council responsible and trust you will at once have something done to render the road fairly passable. A. G. Mudford, asking that D. D. McKenzie's name be placed on the rate book in place of his. A. Hay, asking for his name on the rate roll to be altered to J. Turner. T H. Edwards, wanting his name on the rate roll altered to that of A. .Hight, and to alter the slaughtering license in his name also to that of Hight. D. Fraser, calling attention to hia claim for land at Awahuri. i J. Deroles, calling attention to size of culvert by his land. F. Robinson, regretting his absence as ne was shearing, and asking for leave. G. Wheeler, asking that the road exchanged might be conveyed , to him. T. Verry, jun., asking that a cuttine in the roadway be made to ena £le him to get to his land. The following resolutions were passed : — Proposed by Cr McKenzie, seconded by Cr Ransom, That Cr Hobinson be granted leave from this meeting. t Proposed by Cr Ransom, seconded by Cr McKenzie, That 60 nests of drain pipes be obtained from R. 0Clark. nuckland, to be delivered at Wanganui, not to exceed same price as last consignment. Proposed by Cr Ransom, seconded by f r McKenzie, That the Overseer be instructed to put in a culvert to carry off water as complained of by Mr "Sklenars in his letter to the Council. Re Mr Tenant's letter, tbe Overseer said he had seen him last Thursday, There were some very bad holes in the road and he had authorised Mr Tenant to put a man on to.' get them filled in. . Proposed by Cr Ransom, seconded! lo Cr McKenzie, That the following transfers on rate roll be agreed, to : — Sections 71, 72," and 73, Campbelltown, from Alex. Hay to James Turner; part section 252, xecreation < reserve, section 168, 164, Sanson* from T. Edwards to Albert Hight. Proposed by Or Masters, seconded by Cr Wilson, That Mr, Prior be instructed tp get the road conveyed^ t0,.. Mr Wheeler, and alio to Mr Richardson, which was given them in exchange for new road, part a$ McDonell's line. Proposed by Cr McKenzie, seconded by Cr Hammond, That a transfer of slaughtering license be granted from Mr T. Edwards to Mr Albert Hight. Proposed by Cr Saxon, seconded by Cr Hammond, That Mr Donald Fraser's claim for land take.n by this Council, amount of claim £80 7s 6d, with £25 added for survey., be granted, if all persons having my interest in said land agree to same. It was agreed that the Overseer be directed to see to the culvert complained of Mr Derodes. Proposed by Cr Masters, seconded by Cr Saxon, That the request of Mr J. Thompson and Mr J. Duley toerect gates aoross Burt-street be granted during the pleasure of this Council. Proposed by Cr McKenzie, leconded by Cr Ranson, that D. M. Brooks' letter of the lOfch Octeber be referred to i/Lr Hankins. 'J he Treasurer's report showed the net credit balance of the account to be £413 lis 6d The Chairman presented a petition signed by 26 ratepayers praying that the road by the post office Campbell, town be metalled. * - The Chairman said that the re were only two ratepayers on tlie square who had signed the petition, hi had already arranged' that the work should be done all round. Proposed by Or Ransom, seconded by Cr McKenzie, That tenders be called for forming roadway round Douglas square Campbelltown "to be in by noon of next meeting of the; Council. Proposed by Cr Wilson, seconded by Cr McKenzie, That thirty fathom 2^- inch manila rope for guys nnd 18 feet of 5 inch rope be supplied for the use of the Shannoo ferry. Proposed by-Cr Wilson, ■ seoonded by <'r Masters, That the approaches to the punt at the Shannon ferry be properly graded and that the Overseer be instructed to arrange for tha work to be done. , Cr Wilson said- the river had worked in 18 feet and therefore this work was necessary. Cr Wilson offered to see to the work if the overseer could not find time. Proposed by Cr McKenzie, seconded by Or Hammond, That the next ordinary meeting of the Council be held on the 2nd day of November at 11 am. . Cr Masters very forcibly pointed out the injustice of ratepayers being charged tolls for crossing the Awahuri bridge. He had been informed that the work might.have been done in three weeks. He thought the Man*, watu Road Board should be asked to i remedy this state. Cr McKenzie said he had hoard i very much grumbling in Palmerston i on the same subject: As' the v bridge : * was under the control of the Road ; Board he did not think the Council , could do anything. Or Saxon said that the Board had

notified that a pilot for tha ford would be provided. He had never seen one and he thought the Council should ask the Board where he had been placed. Proposed by Or Wilson seconded hyCr Hammond, That the view of the considerable obstruction lo traffic and loss of revenue at the Shannon ferry, in consequence of the bad state of the road from the ferry to Shannon that this Council respectfully draw the attention of the Horowhenua County Council to the same and request that they take steps to have the road put in good order. The following tenders were opened : — JONES' line. M. Boyle, 8s 5d per chain ; W. H. Mathers, 8s 6d per chain ;' Reid and Lazenby, 2s 3d per chain. CEMETERY UNR, E T. Strawbiidge, 5s 6d per chain ; J. Thompson, 4s 6d. Proposed by Cr McKenzie, seconded by Cr Ransom, That the tender of Read and Lazenby for reforming on Jo/acs' line at 2** 8d per ohain and the tender of J. Thompson for reforming on Cemetery line at 4s 6d per chain be accepted. Proposed by Cr Wilson, seconded hy Cr McKenzie, That the road between Sections 105, 6, 7, 8, and 109 12 be opened up and formed from 'che Foxton Shannon road. Cr. Wilson wanted to know the present position of the exchange of the roads on the Motoa estate. . The Chairman said he had learnt that there was a dispute as to the accuracy of the survey. Cr Wilson explained that the owners of the estate had spent hun - dreds of pounds in roads which the public had used. Unfortunately the roads were not on the actual road lines anfl the proprietors had been asked to exchange the m ule -roads for the ' * mper ' ones. They agreed to this imdersfcandiug that an exchange wonld be speedily made. It must be some two years since tho survey was ♦commenced. He would like the 'Council to spend some money on this :road even before the transfer was •made. Proposed by Cr Wilson seconded hy Cr Hammond, That the Council's solicitor be asked to state in what position, the transfer of the roads , through the Motoa Estate is in, as 'the Council wishes the matter brought to a conclusion. Proposed by Cr Saxon, seconded "by Cr Masters, That the Oversesr be instructed to send in before the next meeting an estimate of tho cost of metalling at per chain, between the Sandon Cemetery the Mt. Stewart j and Mt. Biggsi road. Proposed by Cr Wilson, seconded toy Cr Ransom. That the Overseer he instructed to inspect the state of the road, being a continuation from Foxton Borough along No. 1 Line, with a -view to its being made fit for traffic/and that the Foxton Borough be asked if they are prepared to form the portion in the Borough now unformed. Pr oposed by Cr Masters, seconded by r Jr Saxon, That tenders be called ! for forming about 40 chain:) on j S.peedy's Line. Tenders to he in by i Aext meeting.
